The future of Welsh professional rugby became significantly clearer this week as the Welsh Rugby Union confirmed it will reduce the men's professional game from four clubs to three beginning with the 2028-29 season.
Under the roadmap announced by the WRU, Cardiff Rugby and Dragons Rugby are expected to receive the licenses for the capital and east Wales regions, while the Scarlets Rugby and Ospreys Rugby will compete for the lone west Wales license. The governing body said the new model is designed to create a more sustainable financial future while concentrating resources to improve performance at both the club and international levels.

The process to determine the new licensing framework will begin in December 2026 following the Autumn Nations Championship and is expected to conclude by the end of the 2026-27 United Rugby Championship season.
During that period, the WRU will work alongside the four professional clubs and other stakeholders to develop the funding model, licensing requirements and transition plans before the three-team structure takes effect.
WRU Vice Chair John Manders said the governing body has already begun putting support systems in place to develop player pathways, improve facilities and create the financial stability needed for long-term success. Professional Rugby Board Chair Marianne Økland added that all stakeholders now have a responsibility to work together to shape the future operating model, emphasizing the importance of avoiding prolonged uncertainty for clubs, players, supporters, sponsors and investors.
The timing makes the upcoming 2026-27 URC season especially compelling. While the four Welsh regions will continue competing under the Professional Rugby Agreement 2025 through 2028, every derby match between Cardiff, Dragons, Ospreys and Scarlets will unfold as the licensing process moves forward.
With one of the coveted west Wales licenses still undecided, results on the field and each club's long-term vision could become part of one of the most consequential seasons Welsh professional rugby has faced in the modern era.
