Leicester, now under Geoff Parling, is seeking its first win after falling to the Bristol Bears at Ashton Gate in their opener, while Quins arrives in search of points after losing to defending champions Bath at the Stoop.
The Tigers will take confidence from their last meeting at Mattioli Woods Welford Road, when they ran out 40-7 winners in April.
But Harlequins, guided by new boss Jason Gilmore, will expect a stronger showing this time around, especially with the attacking firepower and defensive stability shown in Round 1 despite the defeat.

Both clubs had standout performers last week.
Adam Radwan bagged two tries for Leicester, Emeka Ilione impressed at the breakdown with two turnovers and Cameron Henderson led the defensive charge with 18 tackles.
For Quins, Will Evans crossed three times, Fin Baxter topped the tackle charts with 22 and the side as a whole posted the league’s best defensive percentage.
