WRU Announces Major Plans To Reshape Rugby Governance In Wales
The WRU has launched a formal review to restructure pro rugby in Wales, considering fewer regional teams and new investment in player development.

The Welsh Rugby Union has announced the start of a formal consultation process with its four regional clubs and key stakeholders as it looks to radically restructure the domestic professional game by the 2027-2028 season.

The two-month consultation, scheduled for August and September, will address the entire high-performance system, ranging from player pathways and club structures to the senior men’s and women’s games.
The WRU already has signaled a departure from the current model of four equally funded regional teams in the men’s game, which it says is no longer sustainable or delivering success on the field.
“This process is about building a system that delivers long-term success for Welsh rugby,” a WRU spokesperson said. “We recognize that the current structure is not financially viable and has failed to produce consistent results.”
The WRU’s review comes after what it described as the worst season on record for the senior men’s game, citing deteriorating performance and off-field instability.
The review will consider several significant reforms, including a potential reduction of regional teams from four to three or even two as part of a broader strategy to maximize investment and competitiveness.
Other proposals on the table include increased funding for the semi-professional Super Rygbi Cymru competition, expanded player development pathways and the establishment of a national high-performance center.
There also is discussion of aligning men’s and women’s teams under shared professional clubs to better support the women’s game.
All major rugby constituencies in Wales, including players, clubs, community teams, universities and schools, will be invited to participate in what the WRU describes as a “comprehensive and transparent” process. However, regional clubs and players are expected to be the primary contributors.
With formal board approval expected in October following the consultation period, the WRU hopes to implement a new model that ensures Welsh rugby is not only competitive, but also financially sustainable.
“Everyone wants Welsh rugby to thrive,” the spokesperson added. “But the solutions require difficult decisions, and this consultation is critical in determining the best path forward.”
The WRU will finalize its strategic direction this fall, setting the stage for a transformed rugby landscape in Wales by 2027.
